Winostar (ウィノスター) is a planet who recently joined the DGTO. It's also Tomone Kaoru's and Yokoyama Yui the 13.5th's home planet.

Description[]


Winostar is a rather independent planet that is well-known for not trying to create non-commercial links with other planets. So, Winostar has mainly entered in DGTO because of the commercial advantages that it would give it. One of the planets with which Winostar shares a strong link (mostly commercial) is Diamondstar.

Winostar is difficult to access and a lot of space station doesn't go there, but recently because of the increase of tourism, it's easier to get there.

It is not an easy task to leave the planet, and for that you need a special authorization from the government (most people who leave the planet are businessmen). Those who don't get permission sometimes choose to leave the planet illegally, a crime that is severely punished in Winostar.

It is told that over 150 years ago, there was a Great War that divided this planet, until an famous engineer had the revolutionary idea of entrusting the management of Winostar to robots and computers. Since then, humans and robots coexist "peacefully".

Since then, robots are an essential pillar for Winostar. A high-performance system keeps order. It consists in completely letting computers and robots plan the life of an individual (their studies, their job, even their ideal partner !) according to the skills of the said individual, probabilities and statistics calculated from their personality, social background, life environment, their past, their relatives etc... To offer them "the best possible options".

There is an aptitude test at age 18 that everyone is obliged to pass that will determine their whole life. The minority who fail it are described as "unsavory" people put aside who are considered as "parasites" for the society, it is even taboo to talk about them.

People who are discovered having any interest in entertainment are secretly kidnapped and sent to rehab centers, where they are brainwashed to hate entertainment. People who publicly criticize Winostar's regime also suffer a similar fate.

The government manipulates the population by gradually having limited its free will on the pretext that it is "for the greater good of our society". 

This planet follows the doctrine "every man for himself". In fact, the inhabitants tend to be individualistic and rather distant from each other, and don't seek to create human bonds between them, there is no spirit of mutual aid or sharing. Only pragmatism is valued; for example there are schools where there are not even teachers and where cyborgs replace them. Justice is still partly governed by humans, but those who have the final decision are robots. There are also police-robots, surgeons-robots and robot-cleaners who replace the garbage collectors.

Winostar's schools are respectable; but strict and often elitist. They often set high standards and hold great expectations for their students. Admissions are very selective, too. There is a spirit of competition established as early as in the last years of primary school: studies are exhausting and students have little free time.
From an early age, children are educated to accept the fact that robots and computers will regulate their entire lives. Teenagers are encouraged to rely on robots; even on philosophical topics instead of overthinking/thinking too much by themselves.
The most valued subjects are Mathematics, Sciences, Computer Science, Economics, Languages and PE. Subjects for expressing themselves such as Humanities and Arts are generally poorly taught and viewed.
The academic success rate is very high, mainly because of the pressure put on the students.

Winostar has little holidays, and therefore very little paid leave not required which results in several cases of "workaholics". The robots said that this lack of relaxation was detrimental for peoples, so for some time there has been more paid time off and people are more encouraged to go on vacation for a few weeks in the year.

Most products exported from other planets deemed "harmful" are relentlessly censored (such as Mangas, Animes, Video Games, Entertainment...). You have to go through the black market to hope to get them. This is because the government wants at all costs to prevent people from questioning the reliability of robots by expanding their own critical thinking.

The Internet is also heavily censored and scrutinized by the Winostar authorities.

In recent times, small revolutionaries groups have come together to create an underground political movement to "rescue" the planet and enable everyone to freely make the choices they believe are right, not those that are decided by robots or computers. Their goal is to restore the lost freedom of the people by abolishing Winostar's current political regime. They also a few have connections with the WOTA.
Winostar's government designates them as a pest-filled parasitic terrorists. Nevertheless, this political movement is gaining more and more importance and seems to be fruitful as more and more citizens begin to doubt Winostar's government which may become a major problem in the future.

Winostar has intensified its censorship policy ever since.

Despite of that, this political system has results : the unemployment, crime and poverty rates are extremely low. Primarily thanks to tourism development and the hard work of the population, Winostar's economy works very well.
It's said to have no specific hierarchy, everyone is treated the same way, regardless of their origin, gender, religion, wealth, social background and so on.

The inhabitants mostly have a typical Asian, African or European appearance.
The ocean covers the majority of the surface of Winostar, and in itself, this planet is not too different from the Earth. The climate is ideal; it is not too hot in summer and it is not too cold in winter.
The rich flora and fauna are highly respected. They are together the major asset of Winostar who uses it to attract some tourists, who go there despite the hostility that emanates from the planet.

Once a year, from majority; inhabitants are subjected to a psychological test, where their mental state is assessed to see if they are still useful to society.

Due to the robotic nature of their society, Winostar's inhabitants are generally very down-to-earth and materialistic. Which means that there are few religious people in Winostar, and therefore very few places of worship.

  • Winostar's slogan is : "Listen to the robotic advices and work hard for your homeplanet.
  • Winostar's "Wino" is actually an anagram of "No wi" that comes from the English words "No Will". This is a direct reference to the general lack of will of Winostar people who are brainwashed into leaving their entire destiny in the hands of robots and computers, as if it's normal, without giving it more thought.
  • Winostar is based on Psycho-Pass' System Sybil.
  • Even when speaking Japanese and English, most of Winostar inhabitants have a slight French accent.
